Senior Technical Programme Manager – Hard Facilities Management

Are you an experienced project professional with a background in technical services, construction, engineering, building services or facilities management?

We are recruiting a Senior Technical Programme Manager to lead a substantial portfolio of planned infrastructure upgrades, asset replacement programmes, lifecycle works and technical improvement projects across a regional property portfolio.

This is a highly visible role where you’ll work closely with clients, operational teams, contractors and senior stakeholders to bring complex projects from concept through to completion. You’ll have the opportunity to shape project strategy, influence investment decisions and ensure projects are delivered safely, efficiently and to the highest standards.

What You’ll Be Doing

• Lead the delivery of a diverse portfolio of technical improvement, asset renewal and infrastructure upgrade projects.
• Assess project opportunities, review proposals and help shape practical, cost-effective solutions.
• Develop project plans, delivery schedules and investment forecasts.
• Manage projects from approval stage through procurement, delivery and final handover.
• Coordinate contractors, consultants, engineers and specialist service providers.
• Ensure projects are delivered on time, within budget and with minimal disruption to operations.
• Monitor commercial performance, project spend and forecasting.
• Identify opportunities to improve efficiency, reduce costs and maximise long-term asset value.
• Drive strong governance, reporting and project controls across the portfolio.
• Manage project risks and develop effective mitigation plans.
• Ensure compliance with all health & safety, statutory and regulatory requirements.
• Provide technical guidance and support to operational and account management teams.
• Build strong relationships with internal and external stakeholders to ensure successful project outcomes.

About You

• Proven experience managing technical projects within facilities management, engineering, construction, maintenance or building services.
• Strong understanding of mechanical, electrical and building infrastructure systems.
• Experience overseeing contractors, consultants and supply chain partners.
• Strong commercial awareness with experience managing project budgets and financial reporting.
• Excellent planning, organisation and stakeholder management skills.
• Ability to manage multiple projects simultaneously across a regional portfolio.
• Strong understanding of health & safety legislation and project compliance.
• Degree qualified, or equivalent, in Engineering, Building Services, Construction, Surveying or Project Management.
